The APHIS Civil Rights Program—overseen by the Office of Civil Rights (OCR)—advances fair and equitable treatment in the workplace. 

OCR provides leadership, conducts outreach to minority organizations and institutions, evaluates progress, manages formal and informal complaints, implements civil rights initiatives, and provides national policy and leadership on affirmative employment. We foster a respectful workplace in accordance with the Notification and Federal Employee Antidiscrimination and Retaliation Act (No FEAR Act).
