Publication of the 2025 FSAP Inspection Report Processing Annual Summary

The Federal Select Agent Program (FSAP) is pleased to announce the publication of its 8th annual joint-program analysis of inspection report timeliness data, the 2025 FSAP Inspection Report Processing Annual Summary.
 
Inspections play a critical role in ensuring the safety and security of work with select agents and toxins. Timely issuance of reports following an inspection is essential so that FSAP can quickly provide important feedback to entities, therefore allowing the entities to promptly address any identified concerns.
 
The analysis continues to demonstrate FSAP’s dedication to providing timely feedback to entities following an inspection. Despite a lapse of appropriations at the U.S. Department of Health and Human Services and USDA in fall 2025 that lasted for 43 days, and which led to limited program functions and a delay for some reports, FSAP was still able to issue the majority (88 percent) of inspection reports within 30 business days.
 
Key findings include the following:
  • In 2025, FSAP issued 164 final inspection reports, with 88 percent sent within the program’s goal of 30 business days.
  • 20 of the reports were issued outside of the 30 business-day goal, with all but one of the delays happening as a result of limited program operations during the period of October 1 through November 12, 2025.
  • The average time to issue a final report was 19 days.
  • FSAP issued 2 immediate action observations, all within the target timeframe of 10 business days.
While external challenges affected the timeliness metrics in 2025, FSAP has maintained a strong record of providing timely feedback to entities. We will continue to monitor and improve report processing times to ensure inspected entities can promptly address compliance concerns.
