Last Modified: August 20, 2024

Electronic Signature ACCEPTED; Original Ink Endorsement REQUIRED

For Accredited Veterinarians: Electronic signature ACCEPTED

For APHIS VMO: Original ink endorsement REQUIRED

USDA-accredited veterinarians can electronically issue health certificates and use VEHCS (Veterinary Export Health Certification System) to submit them to USDA for endorsement.

USDA must ink-sign and emboss the health certificate.

Summary of Requirements

Note: U.S. origin horses that will transit a third country on their way to Qatar must seek permission to transit from Qatari officials prior to applying for the import permit and traveling. Additional requirements may apply. Horses are not allowed to transit certain countries. The note below is still applicable.

Note: Effective June 17, 2021, APHIS-endorsed health certificates for the export of U.S. origin horses must be presented to the Qatari import officials prior to the issuance of import permits.

Note: Qatar requires the following additional certification statement on the health certificate for export of live poultry/day-old chicks/hatching eggs from the United States to Qatar: "The live poultry/day-old chicks/hatching eggs were derived from a county that is free of notifiable avian influenza as defined by the World Organization for Animal Health (OIE)."

Note: For shipments of live poultry, day-old chicks, and hatching eggs exported from the United States that are transiting Qatar, exporters should provide all information on the transshipments (copies of all documents, including health certificates) to Qatar Airways ahead of shipping, and ask Qatar Airways to inform the Qatar Animal Resources Department.

If your species is not listed, the requirements for that species are not known. Exporters who want to ship livestock or germplasm whose requirements are not listed above should have the importer or buyer in the destination country apply for an import permit at the appropriate ministry. This import permit will most likely outline the specific requirements.
