USDA-accredited veterinarians can electronically issue health certificates and use VEHCS (Veterinary Export Health Certification System) to submit them to USDA for endorsement.

USDA must ink-sign and emboss the health certificate.

The Member States of the European Union (EU) are: Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, the Republic of Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden. [Post-Brexit, Great Britain no longer follows EU legislation and has its own export health certificates.]

Bilingual health certificates are available for some species/commodities. Please refer to the link for the individual Member State for available bilingual health certificates. It is the responsibility of the exporter to obtain a bilingual certificate if it is not available on the Member State link.

Some of the health certificates posted below have had non-relevant statements removed (rather than lined out) as allowable in EU legislation. This is strictly to simplify/shorten the documents.

As of April 2021, the EU has updated all harmonized animal health certificates in accordance with the Animal Health Law. Relevant regulations are posted below for reference.

URGENT NOTIFICATION

Due to the lapse in government federal funding, the European Commission has granted an extension to the implementation of the new certificates due to begin on or before November 12, 2025. U.S. exporter will have an extension no later than January 12, 2026. Exporters can continue to use the current certificates until that date or sooner once the federal funding is restored.

    • Note: All live horses certificates (Equi-X) – must either delete section II.6 or cross out the whole section. Either option is acceptable. However, do not remove footnote 10, which specifies that section II.6 is not required to be used until 2026. Please let us know if any Member State asks the exporter to use the section, as the European Commission provided the guidance mentioned above. 

Note for Accredited Veterinarians and Exporters: Make sure that you have evidence that registered horses traveling to the EU have been in an establishment under the supervision of an official veterinarian as indicated in requirement II.3.2 of the Equi-X certificate when transiting through the United States less than 30 days prior to export.

The requirements to export live aquatic animals to countries in the European Union (EU) will depend on 

  1. the species to be exported,
  2. whether the EU considers this species “susceptible” to or a “vector” for the pathogens of concern, and
  3. whether the importing EU Member State has measures in place for the pathogens of concern.

If your species is not listed, the requirements for that species are not known. Exporters who want to ship livestock or germplasm whose requirements are not listed above should have the importer or buyer in the destination country apply for an import permit at the appropriate ministry. This import permit will most likely outline the specific requirements.
