Federally Recognized State Managed Phytosanitary Program Training Course

The Federally Recognized State Managed Phytosanitary (FRSMP) Program training course prepares State cooperators and APHIS Plant Protection and Quarantine (PPQ) employees to successfully administer FRSMP in their State. 

The FRSMP program establishes a process for APHIS to give Federal recognition to certain State-managed plant pest programs. APHIS established the FRSMP program to promote greater consistency in actions taken against certain plant pests, whether those pests arrive at U.S. ports of entry or are moving interstate. The program also allows the United States to meet obligations under the International Plant Protection Convention (IPPC). FRSMP pests are regulated under the Plant Protection Act of 2000.

At the conclusion of the training, participants can:

  • Cite the Federal laws that allow collaboration between USDA and States.
  • Identify different sections of the Plant Protection Act relevant to the Cooperative Arrangement between APHIS and your State.
  • Complete the appropriate form when a FRSMP pest is detected outside ports of entry.
  • Complete the appropriate form and case file when referring penalties to APHIS.

Course Details

  • Availability: This course is available starting November 2024.
  • Eligibility: Open to State cooperators carrying out FRSMP program activities and PPQ employees from States participating in the FRSMP program.
  • Cost: Free
  • Deadline: State cooperators and PPQ employees must complete the training within 1 year after their State is approved for the FRSMP program.

How To Apply

Obtain Supervisor Approval

Eligible candidates must obtain supervisor approval PRIOR to taking this course. Please follow your office’s approval process.

Request a Blackboard Account

After receiving supervisory approval, eligible candidates should request a Blackboard account from blackboard.pdc@usda.gov. The account is free of charge. 

Completing the Course

All approved applicants will receive a link to the course with instructions on how to complete the training. After you complete the course, you must email a copy of the certificate of completion to the FRSMP National Coordinator at frsmp@usda.gov.
