PPA 7721: Plant Pest and Disease Management and Disaster Prevention Program
Under the authority of the Plant Protection Act Section 7721 (PPA 7721), APHIS provides up to $63 million annually to fund stakeholder projects submitted through the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP). The projects we fund represent critical needs and safeguard American agriculture and natural resources against invasive plant pests and diseases.
Federal and State agencies, nonprofit organizations, Tribes, colleges and universities, and industry submit projects under APHIS’ goals:
- Enhance plant pest and disease analysis and survey.
- Target domestic inspection activities at vulnerable points in the safeguarding continuum.
- Enhance and strengthen pest identification and technology.
- Safeguard nursery production.
- Conduct targeted outreach and education.
- Increase mitigation and rapid response capabilities.

FY 2026 Information for Suggesters
Open Period Coming Soon
The open period to submit suggestions for PPDMDPP funding will begin in June and last 8 weeks. When the open period begins, an announcement will be available on this page under "Open PPDMDPP Funding Opportunities."
The newly released Fiscal Year (FY) 2026 Implementation Plan provides PPDMDPP background information, objectives and strategies of the six goal areas, and key details to assist in developing high-quality suggestions.

Informational Webinars
In June and July, APHIS is hosting a series of virtual training webinars to give an overview of the suggestion submission process and assist suggesters with submitting high-quality suggestions. Information to be covered will include:
- The six PPDMDPP goal areas,
- Aligning suggestions to the correct goal area and objective,
- Instructing first-time suggestion submitters on how to register for a USDA eAuthentication account (needed to submit a suggestion), and
- Demonstrating how to submit a suggestion in ServiceNow.
Everyone interested in submitting a suggestion is encouraged to attend one of the informational webinars and confirm that you can access ServiceNow. All of the webinars are open to the public; advance registration is required for general audience webinars.
Scheduled dates include June 17, June 26, July 1, and July 15 for general audiences. We will also offer three webinars targeted for Tribal audiences on June 12, June 18, and July 9.

The Plant Protection Act Section 7721 (PPA 7721) strengthens our nationwide infrastructure for pest identification, surveillance, mitigation, and emergencies.
PPDMDPP and the Farm Bill
The 2008 Farm Bill established the PPDMDPP. The Agricultural Act of 2014 (also known as the 2014 Farm Bill) amended the Plant Protection Act to combine the National Clean Plant Network (NCPN) and the PPDMDPP, making them permanent. It also authorized funding for both programs, giving $75 million per year in Commodity Credit Corporation funding in FY 2018 and beyond. At least $5 million must go to NCPN annually. Both programs—PPDMDPP and NCPN—are codified under the Plant Protection Act Section 7721.
