USDA-accredited veterinarians can electronically issue health certificates and use VEHCS (Veterinary Export Health Certification System) to submit them to USDA for endorsement.

USDA must ink-sign and emboss the health certificate.

  • This page provides the most recent entry requirements and can change without notice.
  • It is the responsibility of the veterinarian to make sure the pet has met all health requirements of the destination country before issuing a health certificate.
  • Failure to meet the requirements may result in problems gaining certificate endorsement or difficulties upon arrival in the destination country.
  • Health certificates must be legible, accurate, and complete.
     

The requirements for traveling with your pet are described in the applicable health certificate (s). If submission will be via the Veterinary Export Health Certificate System (VEHCS), you may navigate directly to VEHCS without downloading this PDF.

NOTE:

  1. Pets must be identified by a permanent means (i.e., microchip or tattoo) prior to rabies vaccination (dogs and cats). 
  2. The health certificate must be issued by a USDA accredited veterinarian within five (5) business days of export.
  3. The health certificate must be endorsed by APHIS within three (3) calendar days of export.
  4. The pet must be clinically examined by a USDA accredited veterinarian within 24 hours of export, and this examination must be documented on the Addendum (page 4) of the health certificate.
  5. The health certificate is only valid if all four (4) pages are complete:
    1. Pages 1 through 3 of the certificate must be completed by a USDA accredited veterinarian prior to APHIS endorsement.
    2. The Addendum (page 4) must be completed by the issuing USDA accredited veterinarian within 24 hours of export, and the Addendum does not need to be endorsed by APHIS.

Certificate Issuance, Endorsement, and Final Clinical Examination:

If the owner so choses, all documents can be completed, and the final veterinary inspection performed, all within 24 hours of export. Once the clinical examination of the pet has been performed within 24 hours of export, the USDA accredited veterinarian completes the certificate in its entirety (pages 1-4, including the Addendum). The owner then provides the issued health certificate to the APHIS endorsing office for review and endorsement. The pet must travel within 24 hours of the final clinical examination, and the certificate must be endorsed by APHIS (on page 3).

If the owner so choses, the health certificate issuance, and subsequent APHIS endorsement and final clinical examination, can take place over the course of five business days, prior to travel.

Step 1: The health certificate (pages 1-3) must be issued by the USDA accredited veterinarian after initial clinical examination of the animal, within five (5) business days of the pet’s travel.

Step 2: The health certificate must be endorsed by APHIS within three (3) calendar days of travel, after it has been issued (pages 1-3 completed) by the USDA accredited veterinarian.

Step 3: Once the certificate is endorsed by APHIS, the owner must return to the USDA accredited veterinarian’s office with the pet, and the APHIS endorsed certificate, for a second and final inspection of the animal within 24 hours of departure to Morocco. This examination is documented on the last page of the health certificate (“Addendum” on page 4), by the issuing USDA accredited veterinarian and this page does not need to be endorsed by APHIS.

NOTE: The certificate is only valid when all four pages are complete, and for only three (3) calendar days after APHIS endorsement.

ALERT: If you're traveling with a dog, be aware that the CDC has additional requirements for bringing a dog into the United States. You must follow CDC's requirements, or your dog will not be allowed to enter the United States. 

If you are transiting (passing through) the European Union:

If your pet is traveling through (transiting) a country in the European Union (EU) on the way to a third, non-EU country, you will also need a transit health certificate for your pet for the EU. The transit health certificate will be the same as if your pet’s final destination was the EU country.
