PPA 7721: National Clean Plant Network Funding Opportunity FY 2026

The National Clean Plant Network (NCPN) protects healthy U.S. agriculture by providing "clean" plant propagative material free of targeted pathogens and pests. By doing so, NCPN supports healthy agriculture and ensures the global competitiveness of economically valuable crops, such as fruit trees, grapes, citrus, berries, hops, sweet potato, and roses.

Under the NCPN program, APHIS funds projects supporting a network of clean plant centers and allied programs. Network clean plant centers conduct diagnostic and pathogen elimination services and establish foundation collections to provide pathogen-tested, clean plant materials to nurseries, growers, and State certification programs.

Application Details

The open period for submitting proposals to the NCPN program is available for 12 weeks from June 11 through September 3, 2025. At a minimum, proposals must meet the following criteria:

  • Any commodity proposed as a target for NCPN funding must qualify as a "specialty crop" as defined by USDA .
  • Proposals must clearly address at least one of the goals in the NCPN Strategic Plan (1.39 MB) .
