It describes specific authorities and best practices for managing incidents that range from the serious, but purely local, to large-scale terrorist attacks or catastrophic natural disasters. It builds on the NIMS, which provides a consistent template for managing incidents, including animal health emergencies.
The intended audience for the NRF is government executives, private-sector and nongovernmental organization leaders, and emergency management practitioners. It provides a concise, common playbook.
