On August 11, 2023, APHIS published a proposed rule in the Federal Register outlining proposed changes to its user fees charged for certain Agricultural Quarantine and Inspection (AQI) services. This page contains resources related to the proposed rule.

2023 AQI User Fee Proposed Rule Stakeholder Webinars

In association with this proposed rule, APHIS hosted six stakeholder webinars for stakeholders impacted by each fee. Each webinar targets a separate fee area and lasts approximately 60 minutes. Recordings were posted for those who could not attend the live sessions.

AQI User Fee Cost Model Rollup Reports

This section contains zipped copies of the complete rollup reports used to calculate the proposed fees. Within the zipped folders, the file naming convention is as follows:

  • Fiscal Year (FY##)-Activity Based Cost Model Object Code and Number (Final_###)-Fee/Nonfee Area Name(Air Passengers, Commercial Aircraft, etc.)-Rollup Report.html 

Please note that some of the files are large and may take time to download and open.
