APHIS Streamlines Domestic Quarantines for Certain Plant Pests
The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) revised the regulations governing domestic quarantines for certain plant pests by moving lists of quarantined areas and regulated articles to the APHIS website. Prior to this revision, APHIS published lists and updated quarantine areas and regulated articles within the regulations published in the Federal Register, which required an extensive rulemaking process to update quarantine areas. The process sometimes outpaced by the rapid expansion or contraction of plant pest quarantine areas or the need to add or remove regulated articles. The new process allows APHIS to use a notice-based, streamlined approach to update the lists while continuing to protect plant health.
The following is a list of Federal Orders that have been codified under docket APHIS-2019-0035. The final rule became effective January 30, 2023.
