Notice of Availability — Finding of No Significant Impact for Avian Deterrence to Support Passage of Juvenile Salmonids at Bonneville, The Dalles, and John Day Projects in Washington

Notice of Adoption and Decision – Washington. Wildlife Services, a program within the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS-WS), has adopted the U.S. Army Corps of Engineers’ (Corps) Environmental Assessment (EA): Avian Deterrence to Support Passage of Juvenile Salmonids at Bonneville, The Dalles, and John Day Projects, and has issued a Decision and Finding of No Significant Impact (FONSI).  The final EA and the Corps’ Decision and FONSI can be viewed in the Regulations.gov Docket APHIS-2024-0016. 

APHS-WS cooperated in the preparation of the analysis, reviewed the Final EA, and independently concluded the document meets the standards for an adequate assessment consistent with 40 CFR 1506.10.  The Decision and FONSI document APHIS-WS’s decision to assist the Corps in the implementation of Alternative B, which expands the methods available for use to reduce avian predation on ESA-listed salmonids at 3 hydroelectric projects (dams) on the Columbia River.  Alternative B is an integrated wildlife damage management approach that introduces the use of live capture/relocation, falconry, and lethal reinforcement of nonlethal methods to increase the efficacy of the current exclusion and deterrence approach.
