Importation of Plant Growth Enhancers

The Animal and Plant Health Inspection Service (APHIS) regulates the importation of Plant Growth Enhancers (PGEs) under the authority of the Plant Protection Act. The regulations in 7 CFR part 330 prohibit or restrict the importation or movement in interstate commerce of any plant, plant product, biological control organism, noxious weed, article (including baggage, mail, garbage, earth, stone or quarry products) or means of conveyance if such actions are necessary to prevent the introduction into or the dissemination within the United States of a plants pest or noxious weed.  The regulations contained in "Subpart–Movement of Plant Pests, and Movement of Soil, Stone, And Quarry Products" (§ 330.200) respectively, prohibit or restrict the importation of such Plant Growth Enhancer products.
