THIS IS A CAREER ENHANCEMENT POSITION FOR UNDERTRAINED EMPLOYEES WHO DO NOT MEET THE QUALIFICATION REQUIREMENTS FOR THE TARGET POSITION. PLACEMENT IN THE CAREER ENHANCEMENT PROGRAM MAY BE MADE BY PROMOTION, REASSIGNMENT, OR CHANGE-TO-LOWER GRADE WITH PAY RETENTION. THE SELECTED APPLICANT WILL BE REQUIRED TO SIGN A TRAINING AGREEMENT.

WHO MAY APPLY - Applicants must:

  • Be in a single-interval series, GS-1 through GS-10 or Wage Grade equivalent
  • Hold a career or career conditional position in the competitive service, a Schedule A appointment for disabled individuals, or a Veterans Readjustment Appointment
  • Be willing to accept a geographical relocation if required by the position

DUTIES AND QUALIFICATION REQUIREMENTS - In accordance with the provisions of a training plan, receives intensive on-the-job and/or formal training and performs, under close supervision, duties in preparation for promotion to the target position. The incumbent will assist in performing narrow scope assignments in order to apply management analysis principles, theories and techniques used in the Program activities.

TRAINEES WHO FAIL TO MEET THE PERFORMANCE REQUIREMENTS OF THE TRAINING PROGRAM MAY BE RETURNED, AFTER DUE PROCESS, TO THEIR FORMER POSITIONS OR TO POSITIONS OF SIMILAR DUTIES, TITLES, AND GRADES. ANY PROMOTIONS RECEIVED AFTER ENTERING THE PROGRAM MAY BE FORFEITED, AFTER DUE PROCESS, IF THEY FAIL TO COMPLETE THE ENTIRE TRAINING PROGRAM AND REACH THE TARGET POSITION. IF A VOLUNTARY CHANGE-TO-LOWER GRADE WAS TAKEN UPON ENTERING THE CEP, ATTAINMENT OF THE PRIOR GRADE WOULD BE UNDER NORMAL MERIT PROMOTION PROCEDURES. HOWEVER, THE EMPLOYEE WOULD MAINTAIN PAY RETENTION.

All applicants must meet time-in-grade requirements within 1 month of the closing date of this announcement, and if applicable, any minimum educational requirements specified in the OPM Qualification Standards prescribed for that series.

For CTAP, well-qualified means that the applicant meets the qualification standard and eligibility requirements for the position, meets minimum educational and experience requirements, meets all selective factors where applicable, and is able to satisfactorily perform the duties of the position upon entry.

EVALUATION CRITERIA- Applicants will be rated against these factors in terms of their background (experience, training, awards, suggestions, performance rating, etc.). To ensure adequate consideration under the rating procedures, applicants are encouraged to include the addendum to their application which SPECIFICALLY addresses their experience and training as it relates to each of the following quality ranking factors:

  1. Knowledge of Program, Agency, and Departmental regulations, policies and procedures and other administrative laws and regulations applicable to assigned areas of responsibility.
  2. Skill in communicating in writing to develop instructions, procedures, recommendations and reports on a variety of complex issues.
  3. Skill in communicating orally in order to brief Program management, conduct meetings, and make presentations.
  4. Ability to interpret written regulations and guidelines in order to provide sound advice on a variety of management related activities.
  5. Ability to plan and organize work projects in order to carry out assigned duties related to Agency programs.

CTAP APPLICANTS - The CTAP was enacted to place qualified surplus or displaced individuals into existing vacant positions. Under CTAP you must meet the minimum qualification criteria and be determined as “well qualified” under the appropriate rating criteria.

CTAP applicants will be rated using separate criteria from Career Enhancement Program candidates. If you are a CTAP applicant, you must:

  • Meet qualification requirements for the series and grade level for which you are applying;
  • Apply for a position at the same or lower grade than the position last held and which has no greater promotion potential;
  • Submit all required forms as described under “How To Apply;” and
  • Be determined well qualified, using the following KSA's:

Knowledge of Agency programs and procedures in order to provide managers with advice and guidance.

Knowledge of automated data processing as it relates to word processing systems and microcomputers.

Ability to plan, coordinate, and organize work to support administrative and program services functions.

Ability to communicate orally and in writing in order to provide information to a variety of groups or individuals on the operations and activities of an organization.

Ability to establish and maintain effective working relationships with representatives within and outside the program area.


HOW TO APPLY - To be considered, applicants must submit the applicable materials requested below. Additional material (i.e., description of duties, evaluation criteria responses) longer than 2 pages may not be considered.

A resume, OF-612, SF-171, or other written format will be accepted. The announcement number must be clearly indicated on the application. Candidates using other than the OF-612 or SF-171 must include all the information requested in the brochure "Applying for a Federal Job". If the position requires a college education or specific course work listed under “qualifications,” and you are not currently in the position series, you must provide a college transcript or OPM Form 1170-17, List of College Courses and Certificate.

A copy of the most recent performance appraisal or a statement on the application that the rating is at least Fully Successful and the date of rating. If there is no rating of record, provide advisory rating from supervisor.

In addition to the application materials stated above, Career Transition Assistance Program (CTAP) applicants must submit:

  • A copy of a specific reduction-in-force notice or certificate of expected separation;
  • A copy of an SF-50B as proof that the position from which you are separated is within the local commuting area of this position; and
  • Proof that the grade level and promotion potential of the position from which you are separated is at or below the grade level and promotion potential of this position.
