PPA 7721: Plant Pest and Disease Management and Disaster Prevention Program Funding Opportunity FY 2026

Under the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP), APHIS funds projects organized around specific goal areas that represent critical needs and opportunities to strengthen against, prevent, detect, and mitigate invasive plant pests and diseases. These funds play a significant role in our efforts to safeguard American agriculture and facilitate safe agricultural trade.

Funding priorities include:

  1. Enhancing plant pest and disease analysis and survey
  2. Targeting domestic inspection activities at vulnerable points in the safeguarding continuum
  3. Enhancing and strengthening pest identification and technology
  4. Safeguarding nursery production
  5. Conducting targeted outreach and education
  6. Enhancing mitigation and rapid response capabilities

Foreign entities aren't allowed to submit a suggestion. However, they may collaborate with a domestic entity that submits a suggestion.

Informational Webinars for Applicants 

APHIS is hosting a series of virtual training webinars. Our "Help Session" webinars give an overview of the suggestion submission process and assist suggesters with submitting high-quality suggestions. These sessions will cover: 

  • The six PPDMDPP goal areas,
  • Aligning suggestions to the correct goal area and objective,
  • Instructing first-time suggestion submitters on how to register for a USDA eAuthentication account (needed to submit a suggestion), and
  • Demonstrating how to submit a suggestion in ServiceNow.  

We are also offering "ServiceNow Walkthrough" webinars to give a real-time demo of the suggestion submission portal. In these walkthroughs, we will:

  • Explain and review all fields required for successful submission of a suggestion within ServiceNow,
  • Review new functionality associated with saving drafts of suggestions, and
  • Review how to edit and retract a suggestion before the close of the open period.

If you're interested in submitting a suggestion, we encourage you to attend one of the webinars and confirm that you can access ServiceNow. All of the webinars are open to the public; registration is required for the general audience webinars.

Application Details

The open period for submitting suggestions to the PPDMDPP is available for 8 weeks from June 11 through August 6, 2025. Review the resources above for details on this funding opportunity and the suggestion submission process. 

Reapplying for a project that was funded in FY 2022 or later? 

You'll need to include the most recently funded suggestion number when completing your new suggestion in ServiceNow. Find past funded project suggestion numbers in the following documents:

Application Package

The zip file below contains the required templates, as well as full instructions on submitting a PPDMDPP suggestion in ServiceNow. Use the appropriate template based on the suggestion type: Goal 1S Survey, Goal 1S Diagnostic Laboratory, or Budget Template (used by all other goal areas, except 1S).
