Phytosanitary certification is funded directly by user fees according to Title 7, Code of Federal Regulations, Part 354.

Phytosanitary certificates issued by PPQ on overtime are subject to both the overtime fees and the associated certificate fee. 

State- or County-Issued Phytosanitary Certificates

Phytosanitary certificates (including replacements) issued by State and County ACOs are subject to a PPQ administrative fee. In addition to collecting the PPQ administrative fee, PPQ can collect the State and County fees. 1 7 CFR 354 allows for a $12 administrative fee for four-part handwritten paper certificates; however, trading partners will no longer accept this type of certificate.

User fees (including the PPQ administrative $6 fee) are not charged for phytosanitary certificates that are replaced due to ACO error.
