International Standard Setting

APHIS is the primary U.S. agency in charge of animal and plant health issues associated with trade. We work with U.S. trading partners to make sure that trade follows science-based international standards. These standards support free, consistent global trade while protecting U.S. agricultural health.

The Veterinary Services Deputy Administrator, also known as the Chief Veterinary Officer (CVO), is the U.S. Delegate to the World Organisation for Animal Health (WOAH). The CVO manages U.S. animal health standard-setting activities and coordinates U.S. comments on animal health standards proposed for adoption.

APHIS' Plant Protection and Quarantine (PPQ) program represents our country in the International Plant Protection Convention (IPPC) and North American Plant Protection Organization (NAPPO).
