An Environmental Assessment (EA) is a concise public document that briefly provides sufficient evidence and analysis for determining whether to prepare and Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI). If a proposed action does not have a significant impact on the environment, a FONSI may be prepared. If it has a significant impact, an EIS and Record of Decision (ROD) should be prepared before the action is implemented. Generally, the author(s) of the EA/EIS also prepare the FONSI/ROD.
