This Web site contains Plant Protection and Quarantine (PPQ) manuals in electronic format. The Manuals are categorized into two areas: Commodity Import and Export Programs and Domestic Program and Emergency Response Manuals. Each manual on the list contains a short description, the size of the file, and the date the file was last modified or updated. The manuals are in PDF format. Viewing files requires the Adobe Reader. APHIS Agricultural Commodity Import Requirements Search Tool

Welcome to the Agricultural Commodity Import Requirements (ACIR) search tool! Use ACIR to search for import requirements for a variety of agricultural commodities. Go to the “Help” tab to view short videos on using ACIR. New content is added daily, so feel free to check back regularly.

ACIR includes import requirements for:

Provides CBP and PPQ personnel with guidelines for the import, re-export, violation, seizure, and forfeiture of CITES Appendix I, Appendix II, and Appendix III protected timber species.

Cut Flowers and Greenery Import Manual (PDF; 1.2Mb) [Retired October 1, 2022] Refer to the Agricultural Commodity Import Requirements (ACIR) database for procedures and reference tables for regulating the fresh, cut portion of the plant when it is imported for decoration or ornamentation, and for protecting plants threatened with extinction due to trade in those plants or their derivatives.

An operational manual for Authorized Certification Officials to enable them to inspect and issue Federal Export Certificates for plants and plant products. Federally Recognized State Managed Phytosanitary (FRSMP) Program Manual (PDF; 298Kb) [Latest Update: 01/10/20]
An operational manual for State Plant Regulatory Officials to guide them through the petition process to establish and maintain a Federally recognized program. The manual will also assist PPQ staff in the evaluation process and serve as a resource for PPQ and CBP port of entry personnel, as well as the import community, industry, and trading partners.

Treatment Manual (PDF; 4.5Mb) [Latest Update 11/16/2022]
Operational guide for selecting and conducting quarantine treatments. The procedures and treatment schedules in this manual are administratively authorized for use by APHIS to prevent the movement of agricultural pests into or within the United States. Listed treatments include chemical treatments such as fumigation with methyl bromide, and nonchemical treatments with heat, cold, or irradiation.

Emerald Ash Borer Program Manual (2020) – Effective on January 14, 2021  (PDF; 4.71 Mb) 

On December 15, the Agency published a final rule that removes the federal domestic EAB quarantine regulations. The final rule and updated manual will be effective on January 14, 2021.

Phytophthora ramorum Domestic Regulatory Program Manual   [Latest Update: 8/30/22]
This manual is to help users detect the presence of Phytophthora ramorum in interstate shipping nurseries. The manual describes methods for sampling plants, surface water, drainage water, water for irrigation, container mix, and any other articles designated by an inspector as possible sources of P. ramorum inoculum at the nursery.

This manual covers procedures for conducting PEQ tasks beginning with the request to approve a growing site and ending with the release or refusal of the plant material.
