APHIS Adds Plant Taxa to the Not Authorized Pending Pest Risk Analysis (NAPPRA) List in a Final Notice Effective July 2, 2021

On June 2, 2021, USDA’s Animal and Plant Health Inspection Service (APHIS) published a final notice in the Federal Register announcing the addition of plant taxa to the Not Authorized Pending Pest Risk Analysis (NAPPRA) list. This includes 26 plant taxa that are quarantine pests (weeds), 43 plant taxa that are hosts of quarantine pests, and all Myrtaceae family taxa when destined to Hawaii.  

The notice changes to the NAPPRA lists are effective July 2, 2021. The updated NAPPRA list can be viewed at: USDA APHIS | Not Authorized Pending Pest Risk Analysis (NAPPRA).The NAPPRA changes will be available in the Plants for Planting Manual on the same day.

Importers are advised that plants and plant materials added to the NAPPRA list in this notice are no longer authorized for importation and may be refused at ports of entry, destroyed, or re-exported at the owner’s expense after July 1, 2021. Importers who wish to import small quantities of plants or plant materials on the NAPPRA list for experimental, therapeutic, or developmental purposes may apply for a controlled import permit. Importers who wish to import high volumes and have market access for plants or plant materials on the NAPPRA list must submit a request per the instructions included in the U.S. Code of Federal Regulations 7 CFR 319.5(d). Upon receipt of a completed request, APHIS will initiate the Pest Risk process.

APHIS prohibits or restricts the importation of certain plants for planting (including living plants, plant parts, seeds, and plant cuttings) to prevent the introduction of quarantine pests into the United States.
