USDA Announces Changes Aimed at Ending the Inhumane Practice of Horse Soring

On January 13, APHIS announced a final rule, making changes to the Horse Protection Act regulations.  That final rule has been withdrawn, in accordance with a memorandum issued to Federal agencies January 20, to ensure the new policy team has an opportunity to review it.  This is similar to procedures issued by previous administrations.
