The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) is publishing a final rule to amend various provisions of the regulations that restrict the importation of living plants, plant parts and seeds for propagation or planting.  These changes will relieve unnecessary restrictions, update and clarify existing regulations and will make the regulations easier to understand and implement.
