Why doesn't
the government turn this work over to private
contractors?
If contract incentives were adequate and the
specifications stringent, maybe well trained
professionals could be attracted to the contract
business and new people would be trained. Under
tight supervision, efficient wildlife damage
control could be accomplished and the
environmental impacts would be similar to those
of the current program. If the contract
specifications were not stringent, efficiency
could vary and generally be lower with adverse
environmental impact. If APHIS actually did the
contracting, there would likely be no savings
gained because of the functional need to
maintain an active contract administration and
oversight staff.
