On October 31, 2013, Turkey adopted new import requirements for milk and milk products in line with European Union standards. At least two U.S. dairy shipments were detained in November 2013 because they were accompanied by old certificates that had been developed in 2004. Various APHIS-IS posts, including Vienna and Ankara, collaborated with APHIS/VS and secured the release of these shipments through Turkey’s Ministry of Food, Agriculture and Livestock (MINFAL). MINFAL extended the validity of the old certificates through August 2014. To prevent subsequent market closure, APHIS-IS posts (in collaboration with the FAS, AMS, and FDA) continue to work with MINFAL officials on a proposal that revises the aforementioned certificate. In 2013, the market volume for dairy products to Turkey from the United States exceeded $27 million.
