INTRODUCTION AND EVENT SUMMARY

This Health and Safety Plan (HASP) was developed for the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) to address health and safety issues during response to emergency events, from animal or plant diseases, to insect infestation, to a terrorist act involving commercial animals or crops.
The primary goal of this HASP is to define policies and procedures outlining safe and healthful working conditions for APHIS personnel and the public during field investigations and assessments.
This HASP has been prepared in accordance with the requirements of:

  • Occupational Safety and Health Administration (OSHA) Regulations (29 Code of Federal Regulations (CFR) 1910 and 29 CFR 1926); and,
  • U.S. Environmental Protection Agency (EPA) Office of Solid Waste and Emergency Response (OSWER) Directive 9355.3-01.

The HASP has been developed to meet the requirements of 29 CFR 1910.120(b), Health and Safety Program.
