Tuberculosis and Brucellosis Programs of the Future

 

In October 2009, USDA published two concept papers in the Federal Register that proposed new directions for two of its longstanding disease eradication programs - bovine tuberculosis and brucellosis. Several objectives described in the concept papers were common among both programs. USDA is streamlining its rulemaking efforts by merging the needs of both programs into a single rule while ensuring the particular needs of each program are met.

In September 2010, USDA formed the joint TB and Brucellosis Regulatory Working Group to discuss overarching regulatory concepts for the bovine TB and brucellosis programs. The working group, composed of State, Federal, and Tribal subject matter experts, met weekly from September 2010 through April 2011. It developed a regulatory framework that was published in the Federal Register on May 6, 2011. This framework described a single rule for both the TB and brucellosis programs that ensures consistency and flexibility while reducing administrative burdens.

USDA will continue to work closely with its stakeholders to obtain input on the proposed strategies, program standards, surveillance plans, and other policy concepts throughout the regulatory process and before publishing any proposed regulations.
