USDA Farm Service Agency ELAP Program

The USDA Farm Services Agency (FSA) provides compensation for gray wolf depredation through its Emergency Assistance for Livestock, Honey Bees and Farm-raised Fish Program (ELAP). The livestock loss to wolves must have occurred after January 1, 2008. Under the program, the agency can spend up to $50 million per year nationwide to provide relief to producers of livestock, honey bees, and farm-raised fish. The program covers losses from disaster such as adverse weather or other conditions, such as blizzards and wildfires not adequately covered by any other disaster program.
