Importation of Phalaenopsis Spp. Plants for Planting in Approved Growing Media From China to the Continental United States

On February 11, 2016, the United States Department of Agriculture‚Äôs Animal Plant Health Inspection Service (APHIS) will publish a final rule amending regulations to allow the importation of Phalaenopsis spp. orchid plants for planting in approved growing media from China into the continental United States. The Phalaenopsis spp. plants will be subject to a systems approach including measure to protect the United States against invasive pests. Commercial consignments of Phalaenopsis spp. orchid plants from China will require a phytosanitary certificate declaring adherence to the prescribed risk mitigation measures. The measures include the Phalaenopsis spp. plants to be grown in a greenhouse in which sanitary procedures adequate to exclude quarantine pests are always employed.  The docket will be published in the Federal Register on February 11, 2016, and be effective March 14, 2016.
