Health Requirements Governing the Admission Of Animals

1. When the laws and regulations of the Territory of Guam pertaining to the movements and health of livestock, poultry, birds and other animals into the Territory of Guam are more restrictive than the laws and regulations of the Federal Government, the laws and regulations of the Territory shall take precedence and, when the laws and regulations of the Federal Government are more restrictive, the Federal laws and regulations shall take precedence.
2. Importation of animals and hatching eggs requires an entry permit valid
for 30 days from the Department of Agriculture, Government of Guam. All
applications for a permit must be directed to Department of Agriculture,
1. Name and address of consignor and consignee
2. Species and number of animals.
3. Point of origin.
4. Proposed date of shipment.
5. Means of transportation and route to follow.
6. Reason for shipment and use of animals.
3. All livestock, poultry, birds and other animals must have, upon entering the Territory of Guam, an official health certificate approved by the Chief Livestock Sanitary Officer, State Veterinarian or Federal Veterinarian at the State of Origin. The certificate shall be issued within ten (10) days prior to shipment.
Such certificate shall contain:
1. Complete name and address of consignor and consignee.
2. An accurate description with complete identification number, age, sex, breed, tatoos, ear notches, leg bands, as appropriate and scientific name of pet birds.
3. The date and results of any required test and,
4. A complete description (including dates of administration) of any vaccination or treatment.
4. No livestock, poultry, birds or other animals that are affected with or
have been exposed to an infectious, contagious or communicable disease or ectoparasites or which originated in an area under State or
Federal quarantine shall be permitted to be introduced into
5. Any livestock, poultry, birds, or other animals upon entering the Territory of Guam is subject to immediate quarantine, test or treatment at the owner's or importer's expense. If such animals are found to be affected, a carrier of or been recently exposed to any infectious, contagious or communicable disease, they shall be returned to their point of origin or destroyed and disposed of as directed by the Director of Agriculture or his authorized representative. The Government of Guam in no way shall render any compensation for any animals so destroyed.
In addition to the requirements mentioned under General Requirements, the
admission of cattle in
1. Shall originate in a herd that is not under quarantine for tuberculosis and have been found negative to an intradermal tuberculosis test conducted by an accredited veterinarian within thirty (30) days before shipment.
2. Shall originate in a herd that is not under quarantine for brucellosis and have been tested by an accredited veterinarian and found to be negative to an official test for brucellosis performed in a USDA-approved laboratory within thirty (30) days before shipment.
3. Have been tested by an accredited veterinarian and found to be free of Anaplasmosis (by Complement - Fixation test) and Bluetongue (by Serum-Neutralization test) performed in a state federal laboratory within thirty (30) days before shipment.
In addition to the requirements mentioned under General Requirements, the
admission of horses and other equidae into
1. Shall originate in an area in which infectious equine encephalomyelitis has not occurred in the six month period immediately preceding the date of shipment.
2. Have been inoculated by an accredited veterinarian with one or more doses, as recommended by the manufacturer, or a USDA approved equine encephalomyelitis vaccine to provide protection against the type or types of equine encephalomyelitis experienced in the area of origin. The date or dates of vaccination shall be stated on the certificate. The animals shall not be eligible for shipment until a minimum period of fifteen days has elapsed following completion of the vaccination procedure.
3. Have been tested and found negative to the Coggins or other USDA-approved test for Equine Infectious Anemia at a state, federal, or private laboratory accredited by USDA to conduct this test within ninety (90) days before shipment. The results, date of test and name of laboratory shall be stated in the certificate.
In addition to the requirements mentioned under General Requirements, the
admission of swine into
1. Shall be progeny of and originate in a herd and area not under quarantine for any swine disease.
2. Have originated in a validated brucellosis-free herd or in a herd not under quarantine in a validated-free area.
3. Have originated in a herd in which there have been no cases of pseudorabies during the twelve month preceding shipment and have been tested and found negative to the serum neutralization test for pseudorabies conducted by a state, federal, or other USDA-approved laboratory within thirty (30) days before shipment.
In addition to the requirements mentioned under General Requirements, the
admission of sheep and goats into
1. Originated in a state officially declared free of scabies and scrapie.
2. That they are from herds that are not quarantined for any contagious or communicable disease.
3. That they are not the progeny of scrapie infected animals.
4. That they were found negative to a test for tuberculosis and brucellosis within thirty (30) days prior to date of shipment.
5. That they were found negative to two Serum-Neutralization test for Bluetongue performed in a state federal laboratory thirty (30) days apart and with thirty (30) days before shipment. With the condition that the sheep be isolated between the two tests.

1. No pre-arrival requirement.
2. All dogs, cats and other carnivores subject to rabies quarantine for one hundred and twenty (120) days prior to release.

In addition to the requirements mentioned under General Requirements, the following shall be required for:
1. Day-old Poultry and Hatching Eggs:
a) Affidavit from shipper:
1. Describing poultry or hatching eggs
2. Stating that they originated in a Pullorum clean rated flock.
3. That said flock, to the best of his knowledge, has been free of symptom of transmissible diseases for the sixty (60) days preceding date of shipment.
4. For day-old poultry, that they have not been vaccinated with a live vaccine.
2. Chickens and
a) Interstate Health Certificate:
1. Attesting that accredited veterinarian examined flock of origin and found it to be free from symptoms of transmissible diseases or evidence of recent exposure thereto.
2. Declaring that chickens or turkeys originated in a flock having a Pullorum Typhoid clean rating in a state or national plan or have been tested for Pullorum Typhoid disease with negative results within thirty (30) days prior to shipment.
3. Showing vaccination for Newcastle disease not less than thirty (30) days nor more than sixty (60) days prior to shipment and stating that said chickens and turkeys were not vaccinated for infectious bronchitis or any disease other than Newcastle disease within sixty (60) days of shipment.
4. Listing individual leg or wing band numbers.
3. Other Poultry and Birds:
a) Interstate Health Certificate:
1. Attesting that accredited veterinarian examined flock of origin and found it to be free from ectoparasites and symptoms of transmissible diseases or evidence of recent exposure thereto.
2. Describing poultry in the shipment including leg or wing band numbers and scientific name of pet birds.
3. Declaring that said poultry have not been vaccinated with live vaccine other than Newcastle Disease within sixty (60) days of shipment.
4. All shipments shall be in either new containers or in those than have been thoroughly cleaned and disinfected to the satisfaction of the accredited veterinarian issuing the health certificate.
