User Fees for Imports and Exports of Live Animals and Animal Products

What authority does APHIS have to collect user fees for veterinary services for imports and exports?
Section 2509(a) of the Food, Agriculture, Conservation, and Trade (FACT) Act of 1990, as amended, authorizes APHIS to collect user fees to cover the cost of providing import- and export-related services for animals (including birds), animal products, germ plasm, organisms, and vectors. It further authorizes APHIS to credit the collections to the accounts that incur the costs and maintain the funds until expended for those services. The provisions of the FACT Act that pertain to these services are codified at 21 U.S.C. 136a
