Pests No Longer Regulated per FRSMP Evaluation

The National Plant Board reviews USDA proposals to change the regulatory status of insect and plant diseases. The National Plant Board concurs with the recommendation to change the regulatory status to non-actionable at ports of entry for the pests identified below. PPQ examines multiple factors for each introduced pest to determine its full impact in the United States and whether it meets the SPS definition of a quarantine pest. PPQ’s Plant Health Programs (PHP) Export Services staff reviews its impact on export markets. The Deregulation Evaluation of Established Pests (DEEP) team from PPQ’s Center for Plant Health Science & Technology’s Plant Epidemiology & Risk Analysis Laboratory examines multiple factors to determine if it still meets the definition of a quarantine pest. PPQ’s PHP National Identification Services (NIS) provides detailed port of entry information for the past five years. PPQ presents this information to the States to aid in their decision whether to petition for a FRSMP program.
