Applications for Interstate Movement

Inspection by PPQ is required before a permit is issued:

  • Subsequent movement of a Federal noxious weed, plant pest or biological control organism (not approved for environmental release) that was previously imported and required an inspected facility for receipt.
  • Movement of a quarantine significant plant pest or a Federal noxious weed under official control from a regulated to a nonregulated area.
  • Movement of a native or established plant pest or biological control organism (not previously approved for environmental release) to an area where it does not presently occur.
  • Movement of a Federal Noxious Weed, depending on the intended use, to an area where it does not presently occur.
  • Movement of a foreign isolate from a commercial vendor or culture collection (e.g. foreign isolate of a plant pathogen being received from ATCC).

Inspection by PPQ is not required before issuing a permit, but the applicant must provide documentation, including digital images, of certified biosafety cabinet, autoclave, incubator, etc. as well as standard operating procedures for the laboratory.  Periodic inspections by PPQ of the facility will occur to confirm the presence of critical equipment and containment operations:

  • Pure cultures of nonindigenous species, subspecies or pathovars of plant pathogens where intended use is restricted to laboratory activities (no greenhouse) with no plant inoculations and no vector studies.

Inspection by PPQ is not required before issuing a permit, but the facility is subject to inspection during the life of the permit:

  • Movement of a native or established plant pest or biological control organism within its current geographic range.
