The Center for Plant Health Science and Technology (CPHST) is the scientific support division for Plant Protection and Quarantine (PPQ). CPHST is responsible for ensuring that PPQ has the information, tools and technology to make the most scientifically valid regulatory and policy decisions possible.  In addition, CPHST ensures PPQ’s operations have the most scientifically viable and practical tools for pest exclusion, detection, and management.

Currently, CPHST is comprised of approximately 250 scientists, analysts and researchers at 8 principal laboratories, with supporting units throughout the United States and in Guatemala and Colombia. The Office of the Director is headquartered on North Carolina State University's Centennial Campus in Raleigh, NC.

The work of CPHST can be classified under six National Science Programs.

Agricultural Quarantine Inspection and Port Technology

  • Provides treatment and inspection scientific support for PPQ.
  • Supports programs of Agricultural Inspectors of Customs and Border Protection.

Scientific Information, Analysis, and Trade Issues

  • Conducts pathway and pest-risk analyses that collect and interpret evidence regarding invasive species risks.
  • Identifies emerging biological threats and invasive species of concern to agricultural and environmental systems. 
  • Develops information systems and databases to  optimize management.
  • Aims to advance risk-based policies and regulations for import, export, and domestic programs.

Domestic Survey, Detection, and Identification

  • Develops survey methods and protocols for early detection, delimiting, and monitoring surveys.
  • Develops identification tools for port inspectors and identifiers.
  • Develops risk maps based on climate and host distribution to predict areas at greatest risk from exotic pests.
  • Identifies biological control agents to control plant pests and weeds.
