Special Foreign Inspection and Certification - Pelargonium
Pelargonium spp., commonly referred to as geraniums, are prohibited from entry into the United States unless meeting the requirements in 7CFR 319.37-5(r). Seeds are not subject to the requirement. Pelargonium plants are admissible from APHIS inspected and certified facilities in Mexico, Guatemala, El Salvador, Kenya, Ethiopia, and Germany. Shipments from approved countries must be accompanied by a phytosanitary certificate with an additional clarification (AD) stating, "These articles have been produced in accordance with the requirements in 7CFR 319.37-5(r)(3)." To become an authorized Pelargonium facility, the national plant protection organization of the exporting country must enter into a bilateral agreement with APHIS. The agreement is a workplan establishing minimum requirements for mitigating the risk of Ralstonia solanacerum race 3 biovar 2. The facilities are subject to APHIS inspection and certification. U.S. Nursery Certification Program (USNCP)
The USNCP is a pilot phytosanitary certification program for United States nurseries that ship nursery stock to Canada. The USNCP uses a Phytosanitary Management System (PSMS) to minimize pest risks so that plants consistently meet Canadian import requirements. The program offers an alternative to traditional phytosanitary certification for shipments to Canada.
U.S. Greenhouse Certification Program (USGCP)
The USGCP is a system for producing high quality plants that consistently meet Canadian import requirements. In order to maintain its certified status, the exporting facility must ensure that plants prepared for export to Canada satisfy Canadian import requirements and meet these USGCP Standards. These Standards specify the requirements which must be met by a greenhouse in order for the greenhouse to be certified under the USGCP for the exportation of greenhouse plants to Canada.
