Paid leave which has been used during a period for which the employee later files for compensation benefits under the Office of Workers' Compensation Program (OWCP) may be bought back by changing paid leave to leave without pay (LWOP) if:
The OWCP approves the employee's request for compensation benefits for the period of paid leave,
The employee agrees to pay the difference between compensation benefits and the paid leave, and
The employee's agency agrees to the leave buyback for the period for which OWCP authorizes compensation.
