Subchapter 4501
Electronic Statement of Earnings and Leave (SEL)

Purpose

This Subchapter gives managers, supervisors, and employees of the Agricultural Marketing Service (AMS), the Animal and Plant Health Inspection Service (APHIS) and the Grain Inspection, Packers and Stockyards Administration (GIPSA) guidance on the electronic statement of earnings and leave (SEL).


Background

By memorandum dated February 20, 2007, the United States Department of Agriculture (USDA) decided to eliminate the printed and mailed SEL to reduce payroll expenses. The SEL is available to all employees via the Employee Personnel Page (EPP) on the National Finance Center’s (NFC) website. Members of the Senior Executive Service stopped receiving mailed SELs beginning pay period 8 (April 15, 2007). The remainder of employees will receive advance notice of the actual implementation date in the mailed SEL.
