This Section tells you what conditions allow for promotions resulting from additional duties and responsibilities. The use of competitive procedures is not required by the Merit Promotion Plan. Promotion resulting from additional duties and responsibilities is a unique situation and each use must be evaluated on its own merits. What is Promotion Resulting from Additional Duties and Responsibilities
Promotion resulting from additional duties and responsibilities is a reclassification of a position to a higher grade because of an unplanned, gradual accrual of additional duties and responsibilities which are within the general scope of the existing position; when certain conditions are met.
Promotion resulting from additional duties and responsibilities does not include a conscious alteration of duties and responsibilities assigned to a position by the manager which is outside the general scope of the existing position (planned management action), which may result in a reclassification of the job to a higher grade level. Such actions should be subject to merit promotion procedures and discussed with the classification specialist before taking any action.
What are the Requirements for Promotion Resulting from Additional Duties and Responsibilities
Employees may be noncompetitively promoted as a result of additional duties and responsibilities when all of the following requirements are met:
The employee continues to perform the same basic functions;
The major duties of the former position are absorbed into the new position;
The new position has no further promotion potential;
No other employees within the organizational unit are adversely affected (deprived of the opportunity to compete); and
The new position is not a reclassification from nonsupervisory to a lead or supervisory status.
What is the Procedure?
The supervisor, employee, classifier, and staffing specialist work closely together to determine if a promotion resulting from additional duties and responsibilities is appropriate.
Prepares new position description.
Certifies that regulatory and statutory requirements are met. Completes Promotion Resulting From Additional Duties and Responsibilities form. Signs and dates form AD-332.
Prepares (or requests the appropriate administrative office to prepare) an SF-52 requesting a promotion.
Submits forms to SPO.
Classifies the position (including series, title, grade). Conducts desk audit when needed. Documents that classification conditions for accretion of duties are met.
Ensures all conditions for promotion as a result of additional duties and responsibilities are met. Establishes effective date of promotion with selecting official.
