Is Category Rating Mandatory?

Yes.  The May 11, 2010 Presidential Memorandum, Improving the Federal Recruitment and Hiring Process, directs Federal agencies to use the category rating approach for all competitive examinations no later than November 1, 2010.  Use of category rating is optional within MRP until November 1, 2010, but required for all competitive examining selections on or after that date, unless OPM authorizes an exception. 



Positions Covered by Luevano Consent Decree

MRP will not use category rating procedures to fill positions covered by the Luevano Consent Decree at the GS-05 and GS-07 grade levels.  (See Appendix D of the OPM Delegated Examining Operations Handbook for a full listing of Luevano-covered positions: http://www.opm.gov/deu/Handbook_2007/
