General Guidelines for Risk Analysis Relative to Veterinary Services
Overview
Here is an overview of APHIS policy regarding importation of animals and animal products:
As of October 28, 1997, the Animal and Plant Health Inspection Service (APHIS)
of the U.S. Department of Agriculture is adopting a policy incorporating the
concepts of regionalization and risk assessment as required by the World Trade
Organization (WTO) & Agreement on Sanitary and Phytosanitary (SPS) Measures.
A statement of this policy is published in the Federal Register, Vol. 62, No. 208.
The implementation of the APHIS Regionalization Policy involves evaluating
the risks presented by proposed animal and animal product importations based
on a range of characteristics of the region from which they are exported, rather
than on disease-free or affected statuses determined on a country-by-country basis.
