Enterable Commodities
The first determination at this point is whether a commodity is
presently considered to be enterable. An enterable commodity has
been approved by USDA for importation into the United States. It
is on a list of enterable commodities that also identifies the
approved areas which may be countries or regions within countries
from which the commodity can be imported. For example, all papayas
from Belize need treatment unless they are grown in one of three
districts designated as pest free.
There are sometimes conditions or restrictions for importation from
a country or region to a particular state or states. For example,
papaya fruit from Belize cannot be imported into the state of
Hawaii due to the papaya fruit fly and litchi fruit from China
cannot be imported into Florida due to litchi rust mite.Most of
the examples of restricted commodities relate to fruits and
vegetables, as do the conditions for entry. The conditions we
refer to are usually a requirement for the disinfestation treatment
of a fruit or vegetable from pests or other organisms. It may
also refer to a set of mitigation measures which will be more
fully described later in the module.
If a commodity is already on the list of enterable commodities,
then the commodity will be authorized entry into the United States.
The Permit Unit in PPQ's Scientific Group will then issue a permit
to the requester with conditions listed or will inform the requester
that no permit is required depending on the commodity and the country
or region of origin. It is usually advisable to apply for a permit
whether or not one is required to make sure that the interested party
receives information pertaining to the conditions or restrictions
that apply to a particular commodity.
