User's Fees for Export Certificates

A federal fee must be collected for each export certificate issued, except for export certificates issued by States or counties. Charges for export certificates issued by States or counties are dependent upon State or county policy. Payment by check or money order must be made payable to USDA, APHIS.

In addition to user fees for export certificates, USDA-APHIS-PPQ charges for inspection performed on overtime (outside of duty hours) when the inspections are requested by exporters. These costs may be obtained from the USDA-APHIS-PPQ office performing the service(s).

A commercial shipment is a shipment for gain or profit. Shipment is valued at $1,250 or more.

A noncommercial shipment is a shipment is not for gain or profit. Shipment must be valued at less than $1,250. The importer must provide an invoice at the time of certification, in order to receive the reduced fee.

PPQ Issued Certificates**

USER FEES for COMMERICAL SHIPMENTS (value of $1,250 or more)

USER FEES for NON-COMMERICAL SHIPMENTS (value of less than $1,250)

USER FEES for REPLACING ANY CERTIFICATE

**Certificates issued by PPQ on overtime are subject to both the overtime fees and the associated certificate fee.

In addition, each exporter who receives a certificate issued on behalf of APHIS by a designated State or county inspector must pay an administrative user fee. The administrative fee can be remitted by the exporter directly to APHIS through Phytosanitary Certificate Issuance and Tracking System (PCIT), provided that the exporter has a PCIT account and submits the application for the export certificate through PCIT. 

If PCIT is not used, the State or county issuing the certificate is responsible for collecting the fee and remitting it monthly to the U.S. Bank, United States Department of Agriculture.

*The administrative fee is applicable for every certificate issued by state/county cooperators.  The only exception is when the replacement is because of a mistake by the ACO.
