New Pest Response Guidelines
PPQ develops New Pest Response Guidelines (NPRG) as a framework for providing methods and tools used for containment, control or eradication for a pest. NPRGs are developed proactively prior to the arrival of a pest.
PPQ has adopted the Analytic Hierarchy Process (AHP) Prioritized Pest List used by the Cooperative Agricultural Pest Survey (CAPS) program to prioritize pests for the development of NPRGs. This ranked list of pests are expected to cause damage to agricultural and/or natural resources if introduced into the United States. The list includes arthropods, mollusks, pathogens, nematodes, and weeds. The AHP criteria considers (1) environmental impact: human health, health of native flora and fauna, health of livestock and pets, and health of plants with aesthetic value; (2) economic impact: foreign trade, production costs and domestic trade, and public costs; (3) and impact to the CAPS program: survey and identification feasibility.
