Hazard Analysis

Hazard analysis is a location specific risk and hazard analysis based on the potential / actual risks and hazards that may be encountered. The Incident Safety Officer will perform site-specific analyses for affected areas, as appropriate. Based on these analyses, the Incident Safety Officer and Incident Commander will determine further necessary action. The following sections outline the minimum assessment level required while conducting analyses.:

  • Physical hazards
  • Chemical hazards (concentrations, routes of entry, etc.)
  • Biological hazards
  • Radiological hazards (in the case of a WMD incident, the Incident Safety Officer will outline safety procedures to the APHIS Safety Officer)

The hazard analysis is not a replacement for properly trained personnel. It is useful to assure the awareness of specific hazards and to provide a baseline for personnel who, in a deployment situation, are performing tasks outside their normal work scope. Appendix 3-A is an example of the Hazard Analysis for an APHIS deployment.
