Many, if not most, of the e-mail you receive may not be a record. However, e-mail you send that is related to the business of APHIS probably is a record.
E-mail that constitutes a record must be treated as any other federal record. As such, its disposition is dependent on the applicable records schedules. Because e-mail records are no different from other types of agency records, they too are FOIA-able.
E-mail you send or receive must be properly managed on a daily basis. As an APHIS employee or contractor, it's your responsibility to do it.
