The APHIS Wildlife Services (WS) NWRC Registration Unit is responsible for providing data and information to support regulatory approval of new or existing products needed by WS Operations. These products allow the WS Program to more efficiently address wildlife damage issues and protect agriculture, human health, and endangered species or critical habitats. To meet this responsibility, the Registration Unit works closely with APHIS headquarters staff in Riverdale, MD, and with NWRC scientists to ensure that regulatory studies meet U. S. Environmental Protection Agency (EPA), U.S. Food and Drug Administration (FDA), and USDA Center for Veterinary Biologics (CVB) regulatory guidelines.

APHIS currently holds federal pesticide registrations through the EPA for 12 active ingredients formulated into 26 end-use products for vertebrates and two manufacturing use products. The end-use products meet the needs of bird management (five avicides, one avian repellent), rodent management (11 rodenticides and two fumigants), predator management for livestock protection (two predacides and two fumigants), contraceptives for reproductive control (one for white-tailed deer and one for feral and wild horses and burros), and a toxicant for managing brown treesnakes on Guam. These registrations include three anticoagulant rodenticide products recently registered for eradication of rodents in critical island habitats. In addition, APHIS has developed several minimum risk pesticide products that are exempt from EPA registration requirements: an egg oil treatment, snake repellents, and a wetting agent for blackbirds and starlings.

APHIS also holds two Investigational New Animal Drug (INAD) authorizations from FDA to permit WS use of two immobilizing agents [alpha-chloralose and propiopromazine hydrochloride (PPZH)]. 

Pesticide active ingredients authorized for use by EPA: acetaminophen, brodifacoum, carbon, DRC-1339, diphacinone, cinnamon oil, clove oil, compound 1080, eugenol, GnRH, corn oil, methiocarb, sodium cyanide, sodium lauryl sulfate, sodium nitrate, strychnine, and zinc phosphide.

New animal drug active ingredients authorized for investigational purposes by FDA: PPZH and alpha-chloralose.

With the exception of the gas cartridge products and two of the strychnine products, all of APHIS’ vertebrate pest control products are restricted-use pesticides that may only be used by certified pesticide applicators or people under their direct supervision. In addition, most of APHIS’ products may only be used by WS or other federal, state, or local agencies authorized to manage wildlife.
