U.S. Regulated Plant Pest List

PPQ regulates the following list of pests under the authority of the Plant Protection Act. We use specific criteria when developing and updating the list. To be included, a pest must:

  • meet the International Plant Protection Convention’s definition of a ‘regulated pest
  • be a quarantine pest for all or parts of the United States
  • have been detected during port of entry inspections within the last 5 years

The U.S. Regulated Plant Pest List does not include any ‘regulated non-quarantine pests’ (pests which are present and may be widely distributed in the United States).

Under certain circumstances, PPQ may require action against pests not listed here. This includes instances when the pest has not been detected before or cannot be adequately identified. PPQ may also choose not take action against a pest included on this list when the risk of establishment is low.
