This web site contains Plant Protection and Quarantine (PPQ) manuals in electronic format. The Manuals are categorized into three areas: Commodity Import and Export Programs, Domestic Program and Emergency Response Manuals and Pest Response Guidelines. Each manual on the list contains a short description, the size of the file, and the date the file was last modified or updated. The manuals and guidelines are in PDF format. Provides CBP and PPQ personnel with guidelines for the import, re-export, violation, seizure, and forfeiture of CITES Appendix I, Appendix II, and Appendix III protected timber species.

Cut Flowers and Greenery Import Manual (PDF; 1.59Mb) [Latest Update: 12/28/16]
Provides the background, procedures, and reference tables for regulating the fresh, cut portion of the plant when it is imported for decoration or ornamentation, and for protecting plants that are threatened with extinction due to trade in those plants or their derivatives.

An operational manual for Authorized Certification Officials to enable them to inspect and issue Federal Export Certificates for plants and plant products. Federally Recognized State Managed Phytosanitary (FRSMP) Program Manual (PDF; 298Kb) [Latest Update: 05/19/16]
An operational manual for State Plant Regulatory Officials to guide them through the petition process to establish and maintain a Federally recognized program. The manual will also assist PPQ staff in the evaluation process and serve as a resource for PPQ and CBP port of entry personnel, as well as the import community, industry, and trading partners.

Fruits and Vegetables Import Requirements (FAVIR) Online Database
APHIS launched a new searchable online database, known as the Fruits and Vegetables Import Requirements (FAVIR) database. FAVIR allows customers to search, by commodity or country, for authorized fruits and vegetables and their requirements for importation into the United States. Fresh Fruits and Vegetables Import Manual (PDF; 3.10Mb) [Latest Update: 05/04/17]
Lists by country fruits and vegetables that are admissible into the United States. Includes a description of methods for sampling and inspecting selected fruits and vegetables. Contains pictorial identification guides, and a glossary for common and scientific names of fruits and vegetables.

Used for regulating plants, plant parts, and products intended for both propagative and nonpropagative purposes. Used also for regulating carriers originating in Puerto Rico or the U.S. Virgin Islands and moving to the United States or other territories.

Treatment Manual(PDF; 4.5Mb) [Latest Update 03/23/17]
Operational guide for selecting and conducting quarantine treatments. The procedures and treatment schedules in this manual are administratively authorized for use by APHIS to prevent the movement of agricultural pests into or within the United States. Listed treatments include chemical treatments such as fumigation with methyl bromide, and nonchemical treatments with heat, cold, or irradiation.

Effective November 1 2011, APHIS reclassified Panicle Rice Mite ( Steneotarsonemus spinki, PRM) to a non-quarantine pest. APHIS is maintaining the manual on this web page for reference by the States, rice researchers, and industry members.

This manual covers procedures for conducting PEQ tasks beginning with the request to approve a growing site and ending with the release or refusal of the plant material.

Technical Advisory Group for Biological Control Agents of Weeds Manual (Interim Edition)(PDF; 661Kb) [Updated 09/16/16]
The manual provides guidance for the technical advisory group and the scientific community, including petitioners and TAG-BCAW reviewers. This interim edition contains Chapters 1 through 5 and Appendix A only; remaining to be released at a later date.

New Pest Response Guidelines are developed by PPQ to prepare for the arrival of a new pest into the United States.
