The Office of Civil Rights provides leadership, direction, and guidance to the Animal and Plant Health Inspection Service (APHIS) in carrying out its equal employment programs. OCR provides policy and technical assistance to APHIS' Administrative Office, Program Areas, and Field Offices located throughout the country out their responsibilities related to civil rights and in complying with Equal Employment Opportunity (EEO) laws and regulations.
The focal point of OCR is to facilitate fair and equitable treatment of all APHIS employees and stakeholders pursuant to existing laws, Executive Orders and regulations with the goal of eliminating unlawful workplace and program discrimination in Federal employment and in activities that receive funding from APHIS, on the basis of race, color, national origin, sex (including sexual orientation), age, religion, reprisal, protected genetic information and disability.
Overall, OCR aids APHIS in actualizing a workforce and a external services population that is reflective of the nation at all levels; aids APHIS in achieving a workplace where the quality of work life is valued and there is an environment open and accepting of individual differences where all employees are encouraged to maximize their potential; and aids APHIS in promoting equal employment opportunity in the recruitment, hiring, development and retention of a highly skilled workforce.
The Office of Civil Rights is comprised of two branches; the Compliance and Evaluation Branch (CEB), primarily responsible for ensuring internal and external EEO program compliance with federal EEO laws, regulations, and policies; and the Counseling and Resolution Branch (CRB), primarily responsible for providing leadership, guidance and action for the APHIS EEO Discrimination complaint process in compliance with federal EEO laws, regulation, and policies.
