Budget Execution and Support Branch

The Budget Execution & Support Branch (BESB) ensures the budget for the Animal and Plant Health Inspection Service (APHIS) is executed in accordance with agency and program policies and operating plans.

BESB also serves as the agency contact, providing system guidance, for the APHIS Cost Management System (ACMS) and the Financial Management Modernization Initiative (FMMI). ACMS is used to track funds status for APHIS and FMMI is the official accounting system for USDA.

Work in the Budget Execution & Support Branch includes:

  • Overseeing agency-level budget execution;
  • Managing the apportionment and allocations;
  • Managing non-expenditure transfers;
  • Reviewing and analyzing Support Units’ status of funds;
  • Monitoring prior-year budget activity;
  • Managing working capital
