The Emergency Management Response System 2.0
(EMRS2) is a web-based application used for the reporting of routine
investigations of foreign animal diseases (FADs), surveillance and control
programs, state specific disease outbreaks, and national animal health emergency
responses (all-hazards). The user experience has been greatly enhanced in EMRS2
to make it easier for users to input data and manage tasks.
Veterinary Services (VS) is responsible for detecting and responding to animal disease incidents that occur within the United States and must cooperatively manage the data related to such outbreaks with our state and tribal partners. This requires a system that is available nationwide and is flexible to support numerous data requirements collected through various methods. EMRS2 supports this mission by providing a secure accessible system for data collection, management, and analysis utilizing a web-based comprehensive investigation, task and resource management suite and a universal information platform. Primary users of EMRS2 are Federal, State and Tribal Veterinary Medical Officers, Animal Health Officials, Animal Health Technicians, Animal Disease Specialists and Epidemiologists. First deployed in 2001, EMRS2 continues to satisfy its mission goals, providing Veterinary Services and cooperators with a management system for:
- Responses to animal disease outbreaks
- Routine surveillance of Foreign Animal Disease (FAD)
- Emerging Disease Investigations (EDI)
- All Hazard Animal Incidents
Logging In to
eAuthentication (aka "eAuth") is used to log-in to EMRS2.
Please choose “eAuthentication” and choose the LincPass option. Log-in with your PIN when prompted. Your LincPass will also work to log-in to EMRS2 training.
If you already have a Level 2 eAuth account, you can use it to log-in now using your eAuth username and password. If you have not accessed EMRS2 in the past, you will need to create an eAuth account and complete an IT Security Awareness course prior to requesting access to EMRS2.

- You will need to 1) review the FY2017 Information Security Awareness and Rules of Behavior Training, 2) complete one of the paper-based exams that are available on the website, and 3) send your completed exam here for scoring
Everyone who needs access to EMRS2 must have an EMRS2 user account and an eAuth login account. To initiate an EMRS2 user account, complete an APHIS Form 513 (link below) and submit it to your EMRS2 Network Associate (list of EMRS2 Network Associates provided below). EMRS2 Network Associates are available to assist with completion and submission of the APHIS Form 513. APHIS 513’s must be signed by your supervisor or VS contact. Non-APHIS employees must complete the IT Security Awareness course. Once completed, submit the completed training certificate and APHIS 513 to your EMRS2 Network Associate.
